You can craft this Rare Ring Accessory by going to the Accessories Crafting vendor. He can be found in all of the big cities in Solisium in Throne and Liberty. Keep in mind that in order to craft items that have an Epic rarity, you must visit a Senior Accessories Crafting vendor.
