This is the Hotshot-White Death build which combines the talents Determined and Headhunter to set up a one-shot killing combo based on this synergy. You can use White Death or any other rifle with the Determined talent. Use a Scorpio on the secondary slot if available to get out of tough spots.
The specialization required for Heroic-5 Directives solo run can either be Gunner or Sharpshooter, as both of them have talents to help regenerate ammo alongside the Hotshot proc that ignores ammo consumption. This ensures that even with all five active directives, you have the leeway to miss shots or spend your ammo on robots and other machinery.
The skills that can be equipped on this Hotshot build vary according to player preference. One may use the Reviver Hive, Decoy, Scanner Pulse, Turret, and so on. Note that due to the Cool Skills directive, activating one skill will automatically put the other on cooldown, so manage the skill usage thoughtfully while farming SHD levels.

How the talents work to quickly level up SHD watch in The Division 2
In this Hotshot-White Death build, kill the first target with a headshot when facing a group of enemies in an open-world activity (Propaganda Broadcast and Hostage rescue recommended). From hereon, the Determined talent on your gun will proc, allowing you to kill the next targets with headshot damage without having to hit their heads.
Three consecutive kills in this manner will proc the Hotshot gear set talent completely. These grant bonus armor and headshot damage, along with a magazine refill. Coupled with that, the Headhunter talent will drastically increase your headshot damage output after getting your third kill, thanks to its proc that scales on the Headshot damage stat.
Ensure you have a minimum of 150% Headshot damage stat in order to fully utilize the Chainkiller vest's Perfect Headhunter Talent. The backpack talent and the backpack itself are flexible, with the most recommended ones being:
