The following perks are recommended on the Liturgy for blinding enemies in Destiny 2 PvE:

Linear Compensator for increased Blast Radius, Stability, and Velocity
Disorienting Grenades for blinding enemies in a radius, while having a significantly low blast radius
Slideways for reloading the weapon after sliding. With the recent buff to this perk, Slideways is recommended in Liturgy, especially if you want to mix in the "slide and shoot" gameplay.
Chill Clip for a Stasis detonation upon direct impact to slow targets.

Since this is a double-fire weapon, players will sometimes find that Liturgy is capable of freezing an enemy with one shot. However, this is inconsistent. This means having Rimestealer can prove to be quite a challenge with the inconsistent freezing.

Disorienting Grenades for blinding enemies in a radius, while having a significantly low blast radius
Quickdraw for significantly more Handling on the weapon, allowing the user to have it ready instantly
Harmony for increased damage after kills with other weapons

Other than the Disorienting Grenades perk in the magazine, having High-Velocity Rounds will also help against players in tight situations.

How to get Liturgy in Destiny 2

The Liturgy Grenade Launcher is a seasonal weapon from Revenant that isn't craftable. Seasonal activities, such as Onslaught Salvation and Onslaught Playlist, alongside the seasonal quests, can drop one of the seven different seasonal weapons.

Additionally, you can craft the blue "Tonic of Weaponry" buff to get a chance at seasonal weapon drops from any activity.
