As mentioned before, getting the Grumpy Bulb is a bit tough. Unlike other Deviant companions, it will not appear while you are doing your story. You have to actively search for it, and even then, there is no guarantee that it will drop for you quickly.

In order to get this Deviant companion, you have to harvest Deviated Onions in Once Human. Deviated Onions are one of the various Deviated Crops that you can farm in the game. You can come across and collect Deviated Onions while exploring the wilderness, but the more efficient method is to harvest them yourself.

You can build multiple farming plots in your Territory and plant onion seeds to harvest. Even then, the chances of you getting this Deviant companion are low.

The process of getting the Grumpy Bulb Deviant is quite tedious just because of its low drop chance. You might need to plant and harvest a lot of onions to finally get the Deviant. As mentioned before, it's better if you harvest onions in your base, as it is the quickest method.

If you do not have onion seeds or need more, head to the Tall Grass Inn at the Chalk Peak region of the game. Take the stairs to the top of the hill, and there you will meet the Energy Links vendor of this settlement. She can sell you three onion seeds per week.

Since you need to harvest Deviated Onions, you need special fertilizers to make the seeds become Deviated. The ones you need are Mutation Boost and Improved Compound fertilizer. These can be unlocked from the Memetics tree.

Now, all you need to do is keep harvesting Deviated Onions until the Grumpy Bulb Deviant finally drops.
