Rake Angle is an Aggressive Framed Glaive, one of only three available in the game currently. However, it is a Stasis weapon, allowing players to synergize with the current artifact perks.

How to get Rake Angle in Destiny 2
Rake Angle is an exclusive Nightfall weapon found only by completing Nightfall Strikes in any Episode. Hence, there is an Adept version available, obtainable from the Grandmaster version of Nightfall Strikes. You can focus both versions of the Rake Angle Glaive from Zavala's inventory or get them as drops from completing the respective versions of Nightfall.
To focus, you will need 5 Vanguard Engram and 25,000 Glimmer. However, the weapon needs to be unlocked from your Collections first.
To unlock, wait for a specific Nightfall Strike to appear that will drop the Rake Angle Glaive. Currently, as of October 29 weekly reset, it seems The Lightblade has Rake Angle as a drop.
