Here is a list of all the perks available for the Something New Hand Cannon in Destiny 2 PvE:

Fluted Barrel for increased Stability and Handling
Flared Magwell for increased Stability and reload speed
Rapid Hit for increased reload speed and stability by landing consecutive precision hits on an enemy
Explosive Payload for a minor AOE explosion on impact.

Hand Cannons can stun Overload Champions in Episode Echoes, so keeping an Aggressive Framed archetype with decent single-target control is beneficial. When it comes to other single-target perks, Precision Instrument and Frenzy are great.

Additionally, if you are looking for a combination to clear mob groups quickly, here is a list of perks that will suit your needs:

Subsistence for auto-reloading 10% of the weapon's magazine size after kills
Headstone for spawning a Stasis Glacier after defeating an enemy with precision

Feeding Frenzy can easily replace Subsistence for more reload speed on the weapon. Since clearing away additional groups of mobs requires damage and utility, Rapid Hit can be a constant in the third column, while damage perks such as Frenzy and Kill Clip can be in the fourth column.

How to get Something New in Destiny 2

As mentioned, Something New is a time-limited weapon from Destiny 2 Solstice. Players can get this Hand Cannon as a drop from completing the "Bonfire Bash" activity via the Tower.

Each completion will drop multiple weapons, randomized between the available four pieces in the game currently, alongside a handful of Silver Leaves.
