You come across the Ornate Book puzzle nearing the very end of Throne and Liberty Chapter 1 Adventure Codex, i.e. its first main quest chain. This is found at the Lighthouse atop Spiral Cliffs at the edge of Windhill Shores, and the book contains the key that can unlock the Wrought Iron Chest right next to it. Due to the way this puzzle works, many Throne and Liberty beginners get stuck here. The game tries to guide you somewhat here, but leaves out key details about the controls.

How to solve the Ornate Book puzzle in Throne and Liberty
To unlock the Ornate Book puzzle, you first have to reach the end of Throne and Liberty's Adventure Codex: Chapter 1. The puzzle appears as the penultimate task of this Chapter, Janice's Advice.
Get to the upper floor of the Lighthouse to find the Wrought Iron Chest. Interacting with this tells you it's locked, and nudges you towards the Ornate Book. Now you get to the part that is most likely why you're here on this online guide: how do you solve this thing?
To successfully interact with the puzzle, you have to hold the button (X for consoles, LMB for PC) when the cursor is on the interactive part, which turns it into a gear icon with a circle below it. For the Ornate Book puzzle, you have to do this with the petals of the flower at the center of the book's cover. Once the book opens, do the same with the key inside.
This key, as you can surmise, will open the Wrought Iron Chest. Afterwards, you can interact with the chair, and then with the ritual circle that appears in the middle of the room. This concludes the chapter with a cinematic - as is the case with all the other main quest chapters.
