Yes, in Throne and Liberty, the weather follows a schedule that can have both regular and event-driven occurrences. Under typical circumstances, the rain will last for 15 minutes and there will be at least a 15-minute gap before the next potential rainfall. However, the rain cycles are unpredictable and can sometimes take several hours before taking place again.

Other than that, certain game mechanics can alter the natural weather patterns. For instance, the Transcending Power: Heavy Rain ability allows you to trigger 10 minutes of heavy rain. This power has massive 12-hour cooldown and it is given only to players who top the daily rankings.

The rain occurs in intervals that are semi-random, but follow some general rules. As mentioned, the typical rain period lasts for 15 minutes, followed by a minimum of 15 minutes of clear skies. The next rainfall could happen anytime within several hours. Unless you have the Transcending Power: Heavy Rain, it is quite hard to predict the rain in Throne and Liberty.

One of the most noticeable effects of the rain is how it amplifies certain elemental magic, particularly Lightning-based spells. The rain makes electricity spread more easily across the battlefield, causing Lightning attacks to jump to additional enemies. This is especially effective for you if you are using weapons like the Staff, which offers elemental skills, including Lightning magic.

The rain doesn’t just affect combat—it also alters the geography of the world. When it rains, the water level in certain areas will rise, blocking off or granting access to different locations. For example, Stonegard Castle’s sewer entrance becomes flooded during heavy rainfall, preventing you from using this route.

Lastly, the rain also changes/transforms the resources that you can find on the map. For example, the Wild Herbs turn into Bloomed Wild Herbs and Star Trees turn into Star Fruit Trees. During the rain, you can also mine Marind ore from the nodes.
