The Throne and Liberty server population takes into account the total number of players each active server can accommodate at any given time, including peak hours. While NCSoft hasn't confirmed the total capacity of each server, we can make a fair estimate based on things like Steam's player count and the in-game leaderboards.
The publisher introduced several new servers after Throne and Liberty's global launch to help players successfully connect to the title from various regions. These servers were meant to accommodate a whole lot of people and will likely have some headroom in case there is a sudden surge of players in the game.

How many players can connect to the Throne and Liberty servers?
The Throne and Liberty massively multiplayer online role-playing game is supported on different platforms — PlayStation 5, Xbox Series X|S, Windows, and Mac. However, accurate player-count statistics can only be obtained through Steam for Windows devices. As such, this can make it hard to determine the number of players on each server.
A quick glance at the Steam player statistics (via SteamDB) shows that the game had a total peak count of 326,377 players. However, this figure only represents a percentage of the total player base and cannot be used to determine the actual population on a Throne and Liberty server.

Here is a list of the Throne and Liberty servers that are currently available and active across all regions:
The game has 112 active servers at the time of writing this article. So if you take the total peak player count on Steam and distribute those players equally across each region and server, you get a number around 2,900. This suggests that each Throne and Liberty server can accommodate at least 3,000 people just through the Windows platform.

At the time of writing this article, the PSN leaderboard for the game indicates around 1,500 players own the game. A leaderboard for Xbox is also available (via TrueAchievements) and reports around 5,400 players on Microsoft’s console.
These figures can be taken into account while deducing the number of players a single Throne and Liberty server can accommodate. Once you do that, it seems like each server can host 5,000 players at the minimum and will likely have some respectable headroom. Therefore, fans can assume any active server to be able to host a maximum of 7,500 to 10,000 players.

It is important to note that there is no official confirmation about the maximum load a server can take in NCSoft’s latest MMORPG title. Enthusiasts can keep an eye out for the official website for announcements and patch notes.
