Throne and Liberty Staff and Crossbow build guide: Best skill rotations, specs, and itemization (PvE)

Throne and Liberty Staff and Crossbow

Throne and Liberty players seeking high DPS should consider a Staff and Crossbow build. There are many ways to do it, but the one mentioned in this article maximizes possible damage, albeit with a few negatives. It’s incredibly mana-intensive, and you absolutely want to have as much cooldown reduction as possible. That way, you can keep blasting enemies with tons of extra elemental damage.

Unlike the Longbow and Staff, this Staff and Crossbow build is a PvE-focused one. It needs to do two things well: Defeat packs of enemies quickly and deal tons of damage to bosses. Thankfully, it's exceptional in both.

While this Throne and Liberty Staff and Crossbow build didn’t make our PVE tier list, it still has great potential. As you can see in the sheet below, it uses quite a few powerful attacks.

For standard enemy clearing, Focused Fire Bombs, Inferno Wave, Chain Thunder, and Judgment Lightning are amazing AOE picks. For bosses, you want to use Quick Fire, Fireball Barrage, and Ice Spear Bombardment. You also have Focused Fire Bombs, but let it charge all the way before unleashing it, for the best results.

What makes this build so fun is Mother Nature’s Protest. As long as it’s active, you use 24 mana each time you activate a projectile attack, and in return, it shoots an additional projectile.

You get to cast Gale Arrow, Flame Arrow, Frost Arrow, or Lightning Arrow, depending on what you used first. It also goes through a rotation since you have multiple elemental attacks at once thanks to the Throne and Liberty Staff and Crossbow build.

Which skills to upgrade first?

Some skills, like Inner Peace, should be upgraded first (Image via Amazon Games)

When considering upgrading skills for Throne and Liberty’s Staff and Crossbow build, we’re looking at buffs first. Running out of mana is one of the biggest drawbacks of this build.

So looking to invest in abilities like Inner Peace (increased Mana Regen, increased Mana Cost Efficiency), for example, is an incredibly good idea. The abilities mentioned below are the ones we want to upgrade first:

Skills to focus on upgrading (in order)

  • Inner Peace
  • Mana Exchange
  • Selfless Diffusion
  • Mother Nature’s Protest
  • High Focus
  • Quick Fire
  • Fireball Barrage
  • Serial Fire Bombs

Passive skills to focus on (in order)

  • Forbidden Sanctuary
  • Asceticism
  • Piercing Strike
  • Ambidexterity
  • Bloodlust
  • Flame Condensation
  • Manaball Eruption
  • Eagle Vision

Staff and Crossbow Skill Rotation explained

It takes some time to get all the right skills and stats, but it's worth it (Image via Amazon Games)

1) PVE group clearing

No matter what, you want Mother Nature’s Protest active at all times for this Throne and Liberty Staff and Crossbow build. That’s why it’s not mentioned in these specific rotations. It should be a given that you’re keeping it active, regardless of whether you use frost or fire attributes.

Basic Combo (round up a group of enemies then use this)

  • Focused Fire Bombs, Inferno Wave

Lightning Combo (Use for cleanup)

  • Chain Thunder, Judgment Lightning

Cooldown Combination

  • High Focus, Selfless Diffusion, Annihilation Barrage Shot, Quick Fire

2) Bosses/Elites

This particular rotation gets all your powerful buffs going, and makes sure you have mana regen and extra damage, all before smashing the boss with your powerful attacks. It’s pretty simple to use.

In addition, you can pop Inner Peace/Rupturing Parry outside of this chain, to get your mana regen going. Rupturing Parry lets you keep the Mana Efficiency buff, even after removing Inner Peace.

Outside of this rotation, you want to use Focused Fire Bombs and Judgment Lightning when they are available to cast. Quick Fire is an ability that you’re free to spam, given its low cooldown. Anytime you need more mana, pop Mana Exchange to get some back.

Opening

  • Mother Nature’s Protest (if not on already), High Focus, Inner Peace (cancel with block), Rupturing Parry (cancel into from Inner Peace), Selfless Diffusion, Mortal Mark, Quick Fire, Fireball Barrage, Ice Spear Bombardment

Best stats to take for Throne and LIberty Staff and Crossbow build

We've still got a ways to go, but we'll hit the Dexterity/Perception levels we need in time (Image via Amazon Games)
We've still got a ways to go, but we'll hit the Dexterity/Perception levels we need in time (Image via Amazon Games)

When considering stats for the Throne and Liberty Staff and Crossbow build, it’s a pretty easy chain of priority. You want Dexterity first, as it’s your most important stat. It helps with weapon damage, crit chance, evasion, and attack speed, making it your top priority.

After that, focus on Wisdom and Perception. In particular, you want to hit that 40 Perception point, between stat picks and gear, for more Buff Duration. If, for some reason, you’re not feeling tanky enough, some points in Strength will help to increase your health. But overall, the most important stat is Dexterity.
