Sanctuary Oasis

One of the Haunted Harvest Peddlers in Throne and Liberty can be found on the route that connects Sanctuary Oasis and Canina Village. Start the search by teleporting to the Sanctuary Oasis Waypoint and make your way to the Canina Village. Since the peddler roams around on the road, you should be able to find this NPC while traversing the path itself.
