The maximum level you can get to in Throne and Liberty is level 50. In the official post on X about the open beta, developers said that they are reducing the time needed to reach the maximum level so players can test out endgame content:

"We've decreased the time it takes to reach max level to give players the opportunity to test endgame content. However, progress will not carry over to the live game."
To level up quickly in Throne and Liberty, perform the following steps:
1) Completing Contracts
Contracts, or the quests in the game, are an easy way to level up. The purple ones are the main quests, which give you a good amount of EXP and teach you the mechanics. You can also pick up blue exploration quests and yellow daily quests.
2) Events
Events offer immense EXP as well as materials. You can find these happening all over the game.
3) Farming monsters
You can find monsters to farm EXP from at specific level-based grind spots. While doing the main storyline, you can go to nearby grind spots and get as much EXP as possible by defeating monsters.
4) Dungeons
Just like other MMORPGs, you can play dungeons in this game too. Dungeons are areas where you can fight monsters and get extremely high EXP. These spots can be explored with a group or solo, depending on which dungeon you choose.
5) Gathering Materials
While on your main storyline journey, keep picking up materials to obtain extra EXP.
