Proficiency level is an account-wide progress on a weapon, meaning switching to a different copy of the weapon will still retain the progress and the weapon module setup, if you have any.

The weapon level in The First Descendant is determined by the level of the monster or mission that dropped it. For example, weapons found in Rockfell, Sterline Lands on Normal Mode will always be lvl 10, because this is the monster level for this area.
To get a maximum level weapon, the best method is to farm its drop source on Hard Mode. All enemies are lvl 100 in this mode, and Hard Mode Void Intercept bosses over the lvl of 100 also drop max level weapons.
Another way is to make use of weapon level transmission, for which you need a Phase Exchanger. This is the only method to get max level Ultimate weapons (Precision Phase Exchangers), as those never drop from monsters and must be crafted.
