It is an NPC that spawns every 10 minutes on a server, however, there isn't a fixed location where you can find it. You can find the Black Market NPC in four locations in this Roblox title. You will know it is available on the map when a message saying "Dealer Arived. A Black Market Dealer has spawned!" pops up. Once you get the message, you can look out for the Black Market dealer in the following locations:

The Port

To reach this area, go down the slope road until you see an area with huge containers. Here, you can find the Black Market dealer behind the container crane.

The second spawn location for the Black Market NPC is near the Train Station. You can find it just behind the building with a banner saying "Dev_Late's Hotel." Take a left outside the Train Station entrance and you will find the NPC in the alley.

This area is located behind the mountains with a waterfall. Upon reaching there, you can find the Black Market dealer leaning against the wall of a house. It can be spotted right before the waterfall inside the Floating Village.

This area is found on top of the waterfall mountain in the Center City area. Once you get on top of the waterfall on the right, you will find yourself at the entrance of the Desert Approach. The Black Market NPC can be found leaning against a tree in this area.

What is the use of the Black Market in A Universal Time

You can interact with the Black Market dealer and sell your items in exchange for some UShards. This is an important currency if you want to roll the Ability Banner and unlock a new ability. Apart from this, UShards is also used for opening a Skin Crate in this game.
