Once you interact with him, spawn a boat and travel to the Statue of Sovereignty. Note that you must level up to complete this conversation.

Here, you will find a mine. Head inside until you meet the NPC on the elevator. You can pay him 400 C$ to use the elevator and travel down until you reach the pedestal. This is where you will find the Enchant Alter, which, upon interaction, will ask you to obtain an Enchant Relic.

Now, this is where things become a little tricky. You can obtain the Enchant Relic by fishing but it only has a 1/300 chance of spawning, making it quite a rare commodity in the game.
