Finding the Halloween NPC, also called the Mysterious Witch, is simpler than you think. To reach her location, all you have to do is visit Karakura Town. To do so, you must jump down the map and reach the very bottom. Once there, start looking around and try to locate a small alleyway near a purple sign that reads "2024 SOUL".

This is where you will find the Mysterious Witch. To make things easier, you can always start your journey from the basketball court and look for the path that goes straight down to the bottom. Once below, all you have to do is take a left turn and enter the alley. It is worth noting that the Halloween NPC offers two options when you interact with her - check out the Shop or complete the Quest.

You can pick the Quest option if you're meeting her for the first time. She will ask you to gather Ectoplasm from ghost NPCs that wander almost everywhere on the map. On the other hand, visiting the shop lets you purchase a variety of Halloween items. However, you must have the required amount of points to complete a transaction.
