#1 The Undertaker

The Undertaker is arguably the greatest character in WWE history, and despite the last few performances of the man not being up to mark, his legacy can never be tarnished in the WWE.
He's obviously going into the WWE Hall of Fame whenever he wants to do it, but given that his appearances in WWE have become few and far between, it's time for him to be inducted in the Hall of Fame, and he has to be at the head of a class.
The appearance he had on Broken Skull Sessions saw WWE fans get an inside look behind the character, and his speech would be must-see TV, which is exactly what the company is looking for at its ceremony.
Sure, The Deadman will likely never be fully 'retired', so inducting him the Hall of Fame now makes complete sense as it will give the WWE fans a chance to relive one of the greatest careers in the history of professional wrestling.
