In 2010, Paramount Pictures announced plans for a Top Gun sequel. Cruise was asked to return, along with producer Jerry Bruckheimer and director Tony Scott. Craig began writing the screenplay in 2012, but the project was put on hold when Scott died later that year. Later, the film was dedicated to Scott's memory.
However, after Kosinski was hired to direct, production resumed in 2017. Principal photography, which included the use of IMAX-certified 6K full-frame cameras, occurred in California, Washington, and Maryland from May 2018 to April 2019. The initial release date of July 12, 2019, was pushed back several times due to the complicated action scenes and the coronavirus pandemic. Several streaming companies attempted to purchase the streaming service during the pandemic.
However, all offers were turned down by Cruise, who insisted the film be released exclusively in theatres. The film's preliminary production began on May 30, 2018, in San Diego, California. The crew shot aerial footage at Naval Air Station Fallon. Principal photography in California was scheduled to continue until April 15, 2019, in San Diego, Lemoore, China Lake, Chico, and Lake Tahoe. Seattle, Washington, and Patuxent River, Maryland.
