Enter the Second Sea by reaching or crossing Level 825 and entering the Shibuya Incident Island. Here, an NPC will teleport you directly to the Second Sea if you’re ready. From there, it’s a matter of using your trusty Island Tracker to locate Wano Island and enter the Gear 5 Duo raid boss.

The Soul has a 5% chance of dropping from the Super version of the Gear 5 Duo boss. This makes it an exceedingly rare item, which will take several tries to obtain, particularly since the Super Gear 5 Duo boss isn’t a guaranteed spawn.
