Alternatively, if you are in the Third Sea, this character will be at the Castle on the Sea. You can find this location through a portal on Hydra Island or simply approach it through the dock. It is smack-dab in the middle of the Third Sea, so finding it with just a boat or through a flight ability will not be an issue.
When you interact with Sabi, he will prompt you to learn the Dragon Breath in exchange for 1,500 Fragments. Pay the amount, and you will acquire the fighting style.
