The Cleveland Browns have had a disappointing start to the 2024 NFL season (2-6 and bottom of the AFC North). Much of their dismal start to the season may be attributed to quarterback Deshaun Watson, who was the worst starting quarterback in the NFL according to most metrics until sustaining a season-ending Achilles tear in Week 7.
The Browns also traded away star wide receiver Amari Cooper to the Buffalo Bills as they appear to be in a rebuild, which creates more opportunities for younger wideouts, such as Cedric Tillman.
Tillman was drafted in the third round of the 2023 NFL Draft out of Tennessee but saw little playing time during his rookie campaign, totaling just 224 yards on 21 receptions.

Cedric Tillman waiver wire fantasy outlook for Week 9
Over the past two weeks—and especially since Watson's injury—Cedric Tillman has been a great fantasy football asset after earning a 22.5% target share while averaging 7.5 receptions and 90 receiving yards per game per fantasypros.com.
In Week 7, he had 81 yards on eight receptions (WR10 in PPR) and in Week 8, he had 99 yards on seven receptions and two TDs (WR3 in PPR).
Tillman looks to have cemented himself as the WR1 on this Browns' offense after Cooper's departure, despite the presence of veterans Jerry Jeudy and Elijah Moore.
He should continue to develop as long as Jameis Winston is in at quarterback, as Winston has already proven he's the best QB in Cleveland after passing for three touchdowns in a shock win over the Baltimore Ravens in Week 8.
During that victory over Baltimore, Winston threw two touchdowns to Tillman to go along with his seven receptions and 91 yards. If the two can continue to develop their rapport, Tillman could be the waiver wire pickup of the year.
As per fantasypros.com, Tillman is only rostered in 19% of leagues, so if he's available in your league, you can comfortably spend 25-30% of your FAAB budget on him.
