Raised in Fort Smith, Joe attended Northside High School and shot a remarkable 41% from three-point range in his sophomore season at high school. As a junior in high school, Joe played a pivotal role in leading his high school team to a state championship, earning first-team All-State honors in the process. In his senior year was honored as the Gatorade Arkansas Boys Basketball Player of the Year.

Subsequently, Joe committed to play College basketball for the University of Arkansas. In his freshman year for the Arkansas Razorbacks, Joe averaged 13.9 points, 2.8 rebounds, 1.7 assists, and 1.5 steals per game over the span of 34 games and, owing to his great performances, was named to the Southeastern Conference (SEC) All-Freshman team. After finishing his sophomore year, Joe decided to forego his remaining college eligibility and declared for the 2020 NBA draft, where he was selected 49th overall by the Philadelphia 76ers. He spent two years with the 76ers but was waived in 2022, after which he signed with the OKC Thunder and has been with them ever since. In July 2024, Joe re-signed with the Thunders on a four-year, $48 million deal and was a crucial part of the Thunder team that clinched first place in the Western Conference in 2023/24.
