After high school, Oweh joined Penn State for his collegiate career and made an immediate impact. As a freshman in 2018, he played in four games and recorded two sacks. In 2019, he saw an increase in playtime during his sophomore year. Showing his outstanding skills in 13 games, Oweh recorded 21 tackles and five sacks. His year performance was a big surprise with 33 tackles, 5 sackings, 3 forced follies, 2 recoveries and a pass breakup in his first season for the Ravens. These statistics earned him a position in the PFWA All-Rookie Team. Therefore, they picked up the fifth-year option on his contract in April 2024.
